[Schema Service] Refresh R3 schemas from DD Feb 25/reference-data Mar 16

  • Sync shared-schemas from community schema mirror, currently in branch 14-filecollectionpath-required. Once this issue is prioritized, the branch merges with master.
  • Change the script DeploySharedSchemas bootstrap script to handle the transition from schema status DEVELOPMENT to PUBLISHED.
  • Push the changes
