Azure - Updating RECORDS_CHANGE_PUBSUB_ENDPOINT

This MR is updating the RECORDS_CHANGE_PUBSUB_ENDPOINT variable in azure deployment.yaml

This variable should point to the /records-changed endpoint exposed by notification service
