Unit Conversion without persistable reference

Currently, unit conversion requires that the meta[] records are populated, and that persistable references are populated for Units of Measure. The Units of Measure are included as reference values with the OSDU platform, and the reference values include the persistable reference. The data prep cycle could be more efficient if the UOM Service could be enhanced to: If a UOM conversion is required for an attribute: If the persistable reference is found in the data record, use it, else search for the persistable reference in the UOM reference value
