Add convertBinGrid endpoint

This issue is to create a branch to implement the bin grid endpoint described at ADR.

Acceptance criteria

• ADR approved
• Clarity on exact spec for request and response using AbstractBinGrid
• Create test data inputs (and expected outputs)
• documented in swagger and any technical doc uploaded
• documented in tutorial
• implemented
• test cases pass
