Ignore health check logging

This changes intended to decrease amount of logs from Indexer service. Updates include:

1. Add logging.ignore.servlet.paths=/swagger-ui.html azure application.properties
2. Update core-lib-azure version
3. Update Azure pom.xml to fix dependencies and compile issues
4. Modify a couple of info logs to debug logs
