Caching Performance Improvements

to adddress #84 (closed)

• enabled caching of OPA responses. Highly configurable in terms of number of items cached and TTL.
• added response timing for OPA results.

With caching on, some testing - for example deleting or updating policies, etc. will need to get adjusted.
