ADO pipelines no longer pass the maven validate build phase and fails.

[FATAL] Non-resolvable parent POM for org.opengroup.osdu.legal:legal-reference:0.0.1-SNAPSHOT: Could not find artifact org.opengroup.osdu.legal:legal-service:pom:0.0.5-SNAPSHOT and 'parent.relativePath' points at wrong local POM @ line 6, column 13
