Fix ci/cd units and it tests

  • Improve the success rate of ci/cd pipeline unit tests using "osdu-large" tag
  • Disable random shuffling of the ci/cd pipeline cloud provider it tests
  • Add "osdu-small" tag for ci/cd pipeline cloud provider it tests
