ci: configure gke sa GONRG-4281

Nastassia Rabeichykava (EPAM) requested to merge GONRG-4281-seismic-store-configure-gke-sa into master
  1. Service account for seismic-store deployment is changed from default to seismic-store-k8s. A new service account relates to GCP service account workload-seismic-store-gcp and uses its roles because of a Workload Identity configuration.
  2. Host for Redis is configured in a configmap for seismic-store, because without such configuration - an error about the refused connection occurs in deployment logs.
