e2e tests with setup

[MSFT] Sally Ransom requested to merge msft/e2e-tests-with-setup into Azure/OSDU-Seismic-DDMS-M8-Master

Added some setup requests to create the new user and test legal tags using the entitlements and legal services, respectively (hence the need for the HOSTNAME variable).
