Add build steps for Ubuntu Jammy, azure provider only.

Before completing this merge request, ensure that I or somebody else will be on call to fix any issues. I don't expect any. But pushing to master and then immediately put back the "I am on vacation" sign is not best practice.

GitLab should allow users to download artifacts for this branch if they are in a hurry.
