Implement endpoint to retreive versions of RelativePermeability record

• User should be able to retrieve all versions for a given RelativePermeability record
• Response should be returned in the interval of 0.1-1 second
• Structure of request and response should correspond to populated JSON
• api/rafs-ddms/relativepermeabilitytests/{record_id}
