Wrong partition name trigger 500 error in clients.

on Behalf of @dhudsons When the client is using an invalid partition, the server is returning an indiscriminate error, triggering a 500 error on the client. Instead an invalid argument is expected, that should trigger a 400 error. This is flagged as a high security vulnerability by AWS.
