CI/CD Fossa check task is failing

Actual pipeline is failing in the :rdms_rest_fossa-check-notice" task https://community.opengroup.org/osdu/platform/domain-data-mgmt-services/reservoir/open-etp-client/-/jobs/2022943

This is probably linked to a new version of FOSSA that does not generate exactly the same NOTICE.

The new NOTICE file need to be reviewed and updated.
