Updating service onboarding template with links for chart resources

Jason requested to merge service_onboarding_template_improvements into master

Small change to direct users to resources for completing chart tasks in template to onboard service with infrastructure. Adds links to template for:

  1. where to add ingress
  2. where to add Istio auth policy
  3. where to add secrets
