Swagger-ui.html calls are getting blocked from istio for schema service

Why is this change needed? All the services have istio policies configured for them which allow users to call certain end points without providing authorization information. Typical endpoints that are open for such access are health check and api docs

Current behavior The swagger-ui.html page is not accessible for schema service on azure

Expected behavior The swager-ui.html page should be accessible for schema service.
