Feature: Security rules for OSDU Infrastructure - Network - Allowed networks

The feature itself does not have some allowed networks, this should be requisite to be able to deploy from the ADO or azure devops pipelines.

This feature should be configurable per each stage, and for kv at least this range should be allowed.

Also DP KV should be configured to have private endpoints.
