Infrastructure needs a MR pipeline to validate changes prior to approval to master branch.

Currently there is no pipeline for gitlab created for infrastructure. This eliminates the ability to use an environment to test infrastructure changes in prior to merging to master.

Acceptance Criteria

Pull Requests for Infrastructure templates have the ability to unit test, deploy and infrastructure test.
