Use latest secure TLS version for Storage accounts

Motivation:

• Use most recent secure TLS version in storage account module by default.
• Some client subscriptions have configured Azure policies that prevent OSDU terraform deployment with TLS version 1.0 (it is non explicitly set by default) and is non-secure outdated version.
