Feature Change - Add new environment template to bring up terraform resources related to Monitoring and Alerting

Resources related to monitoring and alerting cannot be brought up by existing templates. A new template is needed which will execute the terraform modules associated with these resources.

Acceptance Criteria

1. ADR must be opened and approved for this change.
2. Necessary infrastructure and helm charts should be created or updated.
3. New and existing unit and integration tests should pass.
4. Process Documentation should exist to provide instructions on how to use or enable this feature.
