Groups for notification service are absent in TenantInfo and UserInfo

Notification Service authorizes requests based on the request. The request contains roles, which are instrumental in deciding how to authorize the request.

The following roles are to be added to TenantInfo and UserInfo.

  1. Pubsub
  2. Ops
  3. Cron
