Update OETP Client to Version 0.27.2

The patch version 0.27.2 for OETP client has been deployed to pre-shipping. To reflect the deployment, this MR increments the helm chart version and adds the "tag" variable to the "oetp-client" configuration in reservoir.osdu.values.yaml
