Updated search policy flag env variable names

Policy flag environment variable names have been modified in the application properties files as part of the following MR - osdu/platform/system/search-service!671 (merged)

The same variable name changes have been done in the helm charts for search for the service to work properly. Both the variables in values.yml file which affect the enabling/disabling of policy have been modified accordingly.
