GONRG-2589: Add segy->openvds dag

Yan Sushchynski (EPAM) requested to merge GONRG-2589_Segy_openvds_dag into master

In this MR new Segy->OpenVDS conversion in SSDMS DAG was added.

At the current moment this DAG provides only conversion for Segy-file stored in Seismic Store.
