M25: Force token to be refreshed before execution

Issue: osdu/platform/data-flow/ingestion/external-data-sources/core-external-data-workflow#171 (closed)

Background: In an OSDU environment that has less users, this issue will occur as the token is not being refreshed timely by any other processes. This fix allows the token to be refreshed before the partition call which is written in the Python native way
