EDS to Implement Configurable Switch to trigger Multiple Manifest Ingestion Workflows of large record IDs in absence of Manifest_by_Reference WorkflowService

As a Data Manager,

I need a flag in the source registry that allows me to disable the Manifest Ingestion by Reference workflow,

So that when the flag is set to false, the system will not trigger the Manifest Ingestion by Reference workflow, even if the payload size exceeds the capacity that the standard Manifest Ingestion workflow can handle.
