Allow scans to run on tags

Resolves #45 (closed)

Introduction

Currently the vulnerability scans pipeline is not running on tag - https://community.opengroup.org/osdu/platform/system/partition/-/pipelines/264268

Goal

We need this to be able to identify remaining vulnerabilities in a milestone release
