Enable a Stakeholder to be assigned to behaviour and/or trigger Events
The ArchiMate 3.1 specification does not allow a Stakeholder to be linked to any kind of behaviour using the Assignment relationship.
Although, by definition, a Stakeholder is differentiated from a Role by its inability to interact directly with the System of Interest, there are occasions when it would be useful to show that Stakeholders do take actions in the surrounding context.
For example, in creating a model for The Open Group's own OpenFAIR risk methodology, I am trying to represent the following statement from the Risk Taxonomyy (O-RT):
3.5.2 Loss Flow

• Sometimes this Primary Loss Event also has an effect on Secondary Stakeholders, such as customers, regulators, media, etc.
! • The reactions of the Secondary Stakeholders may, in turn, act as new Threat Agents against the organization’s Assets (such as reputation, legal fees, etc.) which again affects the Primary Stakeholder. This is referred to as the Secondary Loss Event.
In the above view, it would be intuitive to allow the Secondary Stakeholder to be Assigned to the expected Reaction and/or directly Trigger the Secondary Loss Event.
In Summary then, I propose an expansion of the relationship rules to allow StakeHolders to be Assigned to Business Behaviours and Trigger Business Events.
