Strategy: information asset

At this moment the strategy layer does not have different elements for a active and passive structure elements Resource is positioned as THE structure element but in the relationships it can only be assigned to behavior and behavior cannot access a resource so it does seem to be more active structure then passive structure.

This can be fixed by introducing an extra element but also by allowing an access relationship towards resource.
