Editorial: Publish the changes together with updates to certification programme

Publish the new version of standard together with updates to certification programme. Avoid situation from 3.2 where it lasted for almost a year to update the certifications. In the meantime people wanted to learn a new version but they had to learn the old version specifics for certification. Also training providers were not allowed to offer the new version of the courses which would reflect the new version.
