Disable API to delete Legal Tags in the Admin UI

Disable API to delete Legal Tags from the UI. At this time, there is no set behavior for how to handle legal tags that may be referenced, and deleting them without having a process in place may cause data associated with a legal tag to be lost if that tag is deleted.
