This pulls all the child pipelines into a single generated configuration file. The resulting pipeline is more complicated, executing like a matrix of jobs.

The primary motivation behind this is to avoid launching many child pipelines at the same time. This seems to occasionally cause one of the pipelines to fail to launch.
