Since the variables aren't passing to the child pipeline, we just use them here as part of the pipeline YAML generation

Adding rules to prevent normal execution of the pages output, and only output on master or when specifically requested

Also, the 'rules.when.always' seems like it will override the failure of previous stages, so we can move that back to be a regular
job (not allowed_failure)

Since the artifacts are the reports, this is particularly important in failure cases.
