[Azure] Deletion records with invalid legaltag without any logging

There is an message handler which process the LegalTagChanged events, and if the legal tag became invalid, appropriate records should be mark as Inactive (soft deleted). The issue is that there is no any logging which explicitly says that deletion performs there.
