Changing cffi version

While running test, the installation of Cffi python library is failing with error https://dev.azure.com/osdu-demo/OSDU_Rx/_build/results?buildId=224812&view=logs&j=64dfab0c-433a-55cc-962f-950ea201ea11&t=2668afea-78f7-55ba-2240-f10250f7a568 hence updating the library to latest version
