Add memory limits

Adding memory limits:

AKS node autoscaler uses memory limits to add nodes to cluster when HPA(Horizontal Pod Autoscaler) needs more capacity. Values were experimentally determined. Given implementation allows managing the list of envs where limits are enabled.
