[Notification and registration services] Integrate with other platform services and DDMS

Notification and registration services are now available in all cloud platforms. This issue is to track

1. the work to integrate them with other platform services and DDMS.
2. the ability to deliver an enrichment capability for OSDU. Based on data change notification from storage, we should be able to trigger a DAG in workflow service to enrich the data.
   1. Example: when the seismic SEGY dataset header is ingested, it should be possible to trigger an enrichment DAG that can start the processing of the SEGY and conversion into VDS or ZGY for optimal application consumption thru seismic DMS APIs.
