API update and integration tests

  • Migrate swagger from /docs to SERVICE_BASE_PATH (/api/policy/v1/docs), along with /redoc and /openapi.json - at request of Azure #73 (closed)
  • Update unit and integration tests for above
  • AdminCLI integration test update to make it work with different data_partitions (fix AWS integration test)
