Open Policy Agent (OPA) v1.0.x is not compatible with Policy Service

Policy Service default policies are not compatible with OPA v1.0.x

Plan would be to add support for OPA v1.0.x in M26. However if there are bugs or vulnerabilities found in OPA v0.70.0 before that time this work may become very urgent and impact M24 and M25 releases.
