re-enabling publishing of legal tag status change events

What is the current behavior?

Legal tag status events are not being published to the message queue. This currently breaks the legal compliance invalidation workflow. See issue: #29 (closed).

What is the new behavior?

Legal tag status events will now be published to the message queue for consumption by storage service. This issue: osdu/platform/system/storage#117 that was mitigated in this MR: !231 (merged) will be observed.

Does this introduce a breaking change?

No.
