Entitlements service to send event notifications for user groups changes
Applications rely on Entitlements (group membership) for data authorization. In order to reflect the authorization change immediately, it requires that Entitlements service sends an event notification whenever there's a change in user's entitlements. This avoids any lag time when authorization changes.
