AWS R3M9 - Manifest-based Ingestion - Frame of Reference - Unit conversion issue

Initially reported by @lifeiliu (Shell).

I could recreate the issue with a test case which ran successfully earlier in R3M8 for me.

I used the troubleshooting steps and that shows problem with persistableReference values.

          "errors": [
               "Unit conversion: persistableReference not valid",
               "Unit conversion: persistableReference not valid"
           ]
