This rule suppresses normal job execution during a non-trusted merge request pipeline. In these cases, the only thing that should run is the trigger-trusted-tsets job.

Different images have different paths to the python executable, and the venv stores links to the python execuutable. So, these venv
directories can't be shared between different images.

This relies on the python.yml file to define the abstract rule, then adds in the fossa specific stuff

Creating the virtual environment seems to downgrade pip relative to the system. I don't know why that happens, but let's see if this
makes it work a little better.

Split out the python compilation into a separate file, which serves as a candidate for generalization
