Overview

Updated azure dockerfile to use openjdk image from Microsoft Container Registry.
Updated NOTICE file as per Fossa check suggestions in the pipeline.

Testing

Feature branch pipeline has been passed successfully
Merge request pipeline failed on ibm-test stage which is known issue and is not related to this code change
Azure deployment and test has been passed successfully
Additional testing will be done on Azure side with build pipeline against m12-master branch
