Gonrg 4944 tag pipeline push to gcr

Aliaksandr Ramanovich (EPAM) requested to merge GONRG-4944-tag-pipeline-push-to-gcr into master
  1. add steps to push tagged images to gcr
  2. release and tagged pipelines use published helm charts instead of files from directory
