Add "/readiness" endpoint

Having a distinct endpoint for readiness probes, signifying that the service is ready for recieving traffic, would be a great enhancement. In our scenario, this endpoint could invoke the readiness Storage and Entitlements services. This process ensures all RAFS DMS dependencies are ready, affirming RAFS readiness.
