Manifest ingestion does not ingest correctly the generated manifests

Although the manifest generated were valid. The manifest ingestion failed to properly ingest the generated manifests even when it does not return errors. Issues are:

• % used in dataspace name
• empty ancestry information
• non-empty list of datasets in WPCs
