Adding in script for file service to generate environment variables. This will allow developers to collaborate more easily on file service and will eventually be used by customers once the service is ready. Testing:
- Ran and tested service through intelij
- Ran and testing service through command line.
NOTE: File master branch is currently broken and I tested on my branch that I am going to merge soon: https://community.opengroup.org/osdu/platform/system/file/-/tree/azure-updating-file-service
