Bug - AKS Diagnostics and Postgres Diagnostics settings cause deployments to fail.

Diagnostics settings for AKS and Postgres were changed to be diagnostic specific settings instead of All_Metrics. This appears to have some type of compatibility issues and needs to be changed back to All_Metrics.
