Bug Fix - Airflow eventgrid subscription not having depends on storage queue

When creating the infra stack clean from grounds up airflow.tf resource "azurerm_eventgrid_event_subscription" "airflow_log_event_subscription" depends on storage queue, if the resource is triggered to create ahead of storage queue creation it throws an error of resource not found. Automatic dependency doesn't seem to be determined by terraform for this resource. An explicit depends_on and verification for the fix would be required.
